Supernatural: Call Center
You knew it. You've always known it. The first level of Heaven is a call center. Castiel is as mystified as anyone, but really, he knew it, too. Who do you think routes all those prayers to the proper angels? Other angels. It's how the entry-level angels pay their dues and learn the hierarchy before they work their way up to field agents. Unless, of course, your name is Castiel.
NOTE: After Season 15, Episode 19, Jack went upstairs and reworked Heaven... into something it should have always been. This Ambient is the prayer processing center pre-Jack.
